WSUS Install Stuck With Synchronization

Doing a fresh install of WSUS on my Windows Server 2022 installation. I can get the components installed with WID. When I go to do the post install process it fails with an error saying the following:

Synchronization in progress. Please cancel synchronization and rerun postinstall again.

How can it be doing an Synchronization if I have yet to setup WSUS and press the Synch button? How do I stop this and fix the installation to get through post-install. This is a fresh Windows Server 2022 installation.
