There could be several reasons for this issue:
1.Windows Update service is disabled or corrupted.
- Third-party security software or system optimization software interferes with the update or installation process.
3.Windows files or components are corrupted or missing.
- The timestamp signature or certificate cannot be verified or is not formatted correctly.
- The Trusted Publisher Lockout Group Policy setting prevents the installation of unsigned software.
To solve this problem, here are a few ways you can try:
- Restart the Windows Update service and make sure its startup type is Automatic.
- Uninstall or turn off third-party security software and system optimization software in your device.
3.Restart your device using clean boot mode and try to update or install the app.

- Temporarily turn off the Trusted Publisher Lockout Group Policy setting and install the corresponding certificate to the Trusted Publisher Certificate Store.
