RD Licensing Manager resets license count to zero after report generation

Hello everyone,

I’m experiencing issues with the Licensing Server Manager, particularly when creating reports.

In our domain, there are two license servers to which USER CAL licenses are register, as we need to track the used licenses separately.
From now on, I will refer to the Licensing servers as S1 and S2, and the session hosts as SH.

S1 is Windows 2022 with licenses for 2022, 2019, and 2016 installed.
We have about 15 SHs associated with S1, ranging from Windows 2016 to Windows 2022.

It has only 2 SHs associated with it, both running Windows 2019.
A few users, around 5, can connect to both of these SHs on S2, as well as some SHs on S1.

The issue I am encountering occurs when:

S1:
I open the Licensing Server Manager, and I see a summary of the assigned and unassigned licenses. However, after creating the report and pressing "Refresh All", the license count decreases. https://prnt.sc/Sg1h_kpTDK1f S2:

There are no errors regarding license assignment or connectivity to the licensing servers on the session hosts.
I’ve checked the Event Viewer logs, and the licenses are correctly assigned to users. If I look at the logs from report creation, they show the same number of licenses I see in the Licensing Server Manager.

I’ve already tried searching on forums and the internet, and I’ve seen that others have had the same issue.

    Hello,

    Have you tried the below workaround?

    -On the OU that contains your users, right-click and choose Delegate Control... , follow wizard
    -On Users and Groups page, click Add and then enter SELF
    -On Tasks to Delegate page, select Create a custom task to delegate
    -On Active Directory Object Type page select Only the following objects in the folder, then scroll down and select User objects
    -On Permissions page, select General, then scroll down and select Read and write Terminal Server license server

    After applying the settings, it may take some time to sync. Please wait for a day to check if it works

    I've already tried applying it on the entire domain and another time on the specific OU but without success.

    Hi,

    Please check the Event Viewer for any error events under Microsoft-Windows-TerminalServices-Licensing.
