Operating System: Windows 10 with multi-app kiosk mode configured through Intune.

User: Kioskuser01. 

I created a custom shortcut for Chrome located in the C:\ProgramData\Microsoft\Windows\Start Menu\Programs folder.

Shortcut Name:       Chrome.lnk

Target:                     "C:\Program Files\Google\Chrome\Application\chrome.exe" --app=https://www.microsoft.com

When I try to open Chrome, the kiosk displays the message: This app has been blocked by your system administrator.

Here are the steps I've attempted to resolve the issue:

  1. Disabled "Reputation-based protection."
  2. Verified that I don't have an AppLocker policy in place.
  3. Added the Chrome.lnk file to Windows Defender exclusions.
  4. Confirmed that there are no Chrome extensions installed.

I have other win32 applications in the multi-app Kiosk, those are working fine.

I attempted to use the Chrome Kiosk shortcut (with the --kiosk option), but it was also blocked by the system administrator.

The Chrome shortcut is functioning properly with the admin user.

I cannot identify who blocked the application.

I would appreciate any help you can give me.
