Why is I can't submit a support ticket now? I says just use Microsoft Q&A or something?

It's really frustrating what they have done with Microsoft Support ticket submission. Before, its easy to submit a ticket. Now, you go through the same steps but prevents you from sending one. Instead, it suggests to pos in Ask a question - Microsoft Q&A. Instead of driving customers in, Microsoft is driving customer out. What gives?
