There seems to be an issue at North Europe aspect wherein the databases are not functioning properly or are unavailable. So this seems to be an issue at MSFT service end and you need to monitor the status /health

Issue: Azure Postgres flexible server north Europe not available.
Resolution: As mentioned earlier, your databases went into an unavailable state due to the North Europe region outage. Our internal team mitigated this issue, which is why your database is now back online.
