According to your case description, you cannot access the live event resources and therefore cannot download the recording.
Generally, once an event is over, producers can take the following actions on the recording and associated reports (if they were configured).

To manage the reports, select Calendar, select the live event, and go to the Event resources section.
To download a recording or report, select Download next to the item.
However, you seem unable to perform the above operations. It is recommended that you try to clear the cache first and then check whether the live event can be synchronized to Teams. Or use the Teams web client to see if you can access the live event resources.
