This error typically occurs when the "Background apps" permission is not enabled in the App Settings for Windows within the Azure VPN Client.
Here’s how you can enable background app permissions for your VPN client on Windows 11:
- Open Settings – Press
Win + Ito launch the windows Settings app. - Go to Apps – In the left-hand menu, click Apps.
- Click Installed apps – This will show all installed applications.
- Find your VPN client – Scroll down or use the search bar to locate the VPN app.
- Modify Background app permissions:
- Click the three-dot menu (
⋮) next to your VPN app. - Select Advanced options.
- Under Background apps permissions, change the setting to Always.
Please cross verify that the VPN configuration is correct. If this issue occurs only on your device, consider uninstalling the VPN client and removing any leftover configuration files from:
C:\Users\YourUsername\AppData\Roaming\Microsoft\Network\Connections<VirtualNetworkId>
Then download VPN client package and reinstall the VPN client.
Make sure that your Windows OS has all the required updates/hotfixes installed.
Delete/Uninstall all WAN miniport network adapters from Device manager, and then click on Action > Scan for hardware changes or perform a machine restart.
Check if any 3rd party software and/or firewall blocking these P2S connections from the client-side upstream towards Azure.
You can restart the Remote Access Connection Manager (RASMAN) service using the Services app in Windows 11 that can help on resolving this kind of issue. Below are the steps that you can follow.
- Open Services – Press
Win + R, typeservices.msc, and hit Enter. - Find "Remote Access Connection Manager" – Scroll down and locate Remote Access Connection Manager.
- Restart the Service – Right-click it and select Restart. If the option isn’t available, try Stop, then Start.
- Set Startup Type – Right-click it, choose Properties, and set Startup Type to Automatic, then click OK.
Look in the Event Viewer for more detailed error messages linked to the Ras Client that may give insights into why the connection is failing.

However, we tried by re-installing all WAN miniport network adapters from Device manager and then Scanned for hardware changes for updated drivers and machine rebooted which was finally solved your issue.
