Based on your description, I understand that you're unable to delete the tenant due to an active license-based subscription, so I am thinking that this information may help you with this issue.
First, you can check to see if when you delete a tenant, the Microsoft system is going to displays an error, the Tenant ID is also displayed in the error message. Normally, the tenant ID number will look like this:
Next step, after you have your Tenant ID, you have to create a Support Ticket:
- Go to the Microsoft Admin Center page.
- Click to Help & Support.
In this scenario, normally your tenant must have at least 2 Global Administrator then you can leave the tenant. Hence, Microsoft support agent will be able to locate your tenant by using the Tenant ID you provided and assist in adding another Global Administrator to your tenant.
