Unfortunately, it seems that Microsoft Teams does not support sending meeting invitations using only a phone number, unless your organization has Audio Conferencing enabled. This feature allows participants to dial in to a meeting using a phone number, but it requires:
- An Audio-Conferencing license assigned to the meeting organizer
- A conference bridge with dial-in numbers configured

So, I would like to recommend you can try these alternatives way:
- Use Email Invitations Instead
- Send the Meeting Link via SMS instead
In case you want to Enable Audio Conferencing, you can follow these steps:
- Sign in to the Microsoft Teams admin center.
- In navigation pane, expand Users > Manage users.
- Select the user's name from the list of available users.
- Next to Audio Conferencing, select Edit.
- Use the Toll number or Toll-free number fields to enter the numbers for the user.
- Select Apply.
