According to your provided link, you could just select this option: Only enable this app.
After that, you could go to specific site > Settings (at the top right) > Add an app > Proceed to add Microsoft Clarity.
As I was initially testing, I was thinking about using PowerShell command to do that, but it finalized in just following this article after enabling the app.
