Based on your description, I think this the root cause of this issue may come from Azure Subscription. When a subscription is deactivated, all associated resources, including Azure API Management are automatically suspended.
After reactivation, it may take some time for APIM to recognize that the backend services are once again accessible. If the issue with your API Management service persists after reactivation, we recommend submitting a support request so our team can investigate further and help resolve the problem as quickly as possible.
