Account Blocked - Two Factor Authenticator not working

I am needing some help with my blocked Outlook account, I have forgotten my password and have clicked the password reset and get the code from my secondary email address.

It then takes me to the two factor and makes me enter the last few digits of my phone number. It then comes up with "this verification method isn't available try again later".

I have been trying to do this for the last week and it is coming up with the same thing. I have also tried the account recovery but as i have 2FA, it ignores my requests. HELP please!
