Based on the information you have provided, looks like you don't have Upload Button in SharePoint site.

First, please double check if the affected users have the permission to edit the site. If the users only have read permission, the button will not show up.

May I know if the problem happens in the SharePoint app or SharePoint Online? If it happens in the SharePoint app, does the problem persist in SharePoint Online?

Yes the user having edit permission, previously it works but now it doesnt.

Thanks for your response.
If the users already had the permission and unable to see the upload button, you need to grant them edit permission again.

Go to Settings > Site Permissions > Advance Permissions Settings

Choose Members of the site you want.

Then add the affected users in this group to give them edit permission again.

BTW we using Sharepoint online , at first one user had this issue, then afterwards, many users facing the same issue and we advise the user to drag and drop. Please advise captain.

Here are some possible ways to fix this:

Try using incognito mode to access SharePoint.

Clear Cache and Cookies of your browser reload the page.

Try using other browsers to check if it works.
