The Power BI Service API only defines two Application type permissions. When you go to API permissions → Add a permission → Power BI Service → Application permissions, you’ll see only:
- Tenant.Read.All
- Tenant.ReadWrite.All
There is no Content.Read.All (or any Dataset/Report/Workspace) under Application.
To run Power BI calls without a signed-in user, enable below settings in the Power BI Admin Portal by selecting the security group in which service principal is member:
Embed content in apps:
Service principals can call Fabric public APIs:
After configuration, add the service principal to the Power BI workspace with Admin or Member role:
You can now generate access token using client credentials flow and use it to call Power BI REST API successfully.
