    Based on the information you have provided, looks like you want to migrate Excel links without breaking them. 

    Unfortunately, there is no available migration tool to migrate linked excel files without breaking them.  

    You can Publish a workbook to a SharePoint site in Excel for Windows - Microsoft Support. To ensure the links remain functional, consider using relative links or updating them manually after migration.

    I have successfully migrated many Excel files in bulk from SharePoint to SharePoint and from on-premises to SharePoint using https://www.replacemagic.com/. There are great tools available, but they are not free.
