Based on your description, it sounds like your account setup is being blocked due to multi-factor authentication (MFA) not being fully configured yet. To resolve this, please follow the appropriate path below:
If you’re a regular user: Please kindly contact your organization’s Global Administrator or IT department and ask them to activate or reset your multi-factor authentication (MFA) settings. If you are the only Global Administrator in your organization and are locked out: We recommend contacting Microsoft Support by phone. A support agent will escalate your case to the Data Protection team, who will work with you to help regain access to your account: Customer service phone numbers - Microsoft Support.
