I have created new Teams App "Y.O.D.A Uat", uploaded it and can see it also in Apps in Team in "Built for your org". But when I try to add it I get message: You don't have access to this app. Due to your org's messaging policy, you are not allowed to install this app.
When I went here:
https://admin.teams.microsoft.com/policies/app-permission
I get message:
"Manage app availability from Manage apps. Say goodbye to managing app access with permission policies. Now you can manage who can install and use apps directly from the Manage apps page."
and a button "Open Manage apps" below it. When I clicked on that "Open Manage apps" button it took me to this page:

There is huge list of apps displayed! There I searched for my app "Y.O.D.A Uat" it took me to this page:

There I checked under tab "Users and Groups" it says "Available to everyone"
These are same settings for other app "Y.O.D.A Dev" which I have already added and using it very much without any permission issue.
I am entirely not sure what is going on.

i have a custom app, so when I tried to open the app, it shows "Requested permission is not recognized." error
I have exactly the same problem.
I have check the org settings, it is all allowed.
what could be the other areas to check. are there any detailed logs.

However, you're encountering a message stating: "You don't have access to this app. Due to your org's messaging policy, you are not allowed to install this app.". Given that the app appears correctly in the admin center and has similar settings to a working app, here are a few additional checks and questions that might help clarify the situation:
Have you tried adding the app using a different user account? This can help determine whether the issue is user-specific or affects multiple users across your organization.
Double check the org-wide app settings in the Teams Admin Center, ensure that the “Custom apps” setting is enabled under Teams apps > Manage apps > Org-wide settings.
If you're adding the app to a specific team, check the team-level settings: Make sure the option “Allow members to add or remove apps” is enabled. You can refer to this Microsoft Learn article for guidance: Manage custom app policies and settings - Microsoft Teams | Microsoft Learn
In addition, when did you successfully upload your application? This article App centric management to manage user access to Teams apps - Microsoft Teams | Microsoft Learn about Add or modify app availability for users mentions that: "It takes up to 24 hours for the availability changes to take effect. In rare cases, it may take up to six days for the changes to reflect in the client.". So, if your app was just uploaded, it is possible that the app availability has not yet taken full effect.
