- May I know how you reset your Surface? is that through Windows settings or resetting from a USB drive?
- Were there any changes made prior to the issue happening that device not recognizing any network?
Try to bypass the initial set up in connecting to the internet by selecting the I don't have internet options if that options didn't show try the steps below.
- On the OOBE set up screen that shows " "Connect to the internet" screen, press Shift + F10 to open the command prompt. Type "OOBE\BYPASSNRO" then press enter.
- This will restart your system, which you should see "I don't have internet" option.
- Then select "Continue with limited setup" to finish the setup.
