How to promote Azure Active Directory Domain Services VM to domain controller?

I have a O365 Azure Active Directory Domain Services VM 2019 server that I can't promote to domain controller. This is a cloud only. with no on-premises server, the error message says I don't have the proper credentials to do this. I am the global admin. Everything else seems to be working correctly.

    You cannot promote additional VM's to be additional domain controllers when using Azure AD Domain Services. AAD DS is a limited set of AD services, which includes 2 Domain Controllers created as part of the service, you cannot add additional DC's.

    AAD DS grants you only limited access to the AD domain to undertake specific functions, you do not have domain admin rights.

    If I have a Windows Server 2019 DataCenter in an Azure environment (a VM), can I promote that to a domain controller? If not, what are my other options?
