Which Windows Build are you running?
I don't find it listed in the installed Apps, so I cannot see an Uninstall option either, but I can see it if I use the Power Shell command it will show the full name in the list:
Get-AppxPackage -allusers | Select Name, PackageFullName
There is a different version depending on the build you are currently on.
This is the one in Build 19044.1503
Microsoft.Getstarted Microsoft.Getstarted_10.2111.2.0_x64__8wekyb3d8bbwe
This one is in Build 22000.469
Microsoft.Getstarted Microsoft.Getstarted_1.3.42522.0_x64__8wekyb3d8bbwe
This one is in Build 22538.1010

It can probably be removed with a Power Shell command, but when I tried removing Microsoft.Getstarted it actually removed Microsoft Tips.
I cannot find the icon you show to even launch Get Started. Where is it?
Looks like it is part of Microsoft Tips App which has the Uninstall option?

Hi fg,
Click Start > search for "Get Started", you can find it there even without Tips installed.
On the same screen, clicking on "App settings" takes you to Apps > Installed apps but Get Started is not there.

Already tried it, I don't find it on any of my machines. Why is it not listed in the installed apps?

Oops, I looked in the wrong list it is in the Default Apps. 😎
