Edge - organization update warning

Am using RDSH on Windows 2016.

I and all others are getting an annoying warning at the top of Edge :

Your organization has made a change that will take a few moments to complete... please wait.

This happens for all users.

If close Edge and reopen it . the error goes away when within the same RDSH session. 

Edge seems to be writing something to the user profile for this.

If we log off , erase the profile on the RDSH , log on again. Get the same issue again. 

Thus I think we arent saving this setting in our roaming profiles. 

Ideally, we dont get this warning at all. 

using the latest version of Edge. Issue has been ongoing for months.
