This is an old XP article but it might be suggesting that there is an access permissions type of problem?

You receive an "error 1603: A fatal error occurred during installation" error message when you try to install a Windows Installer package

http://support.microsoft.com/?scid=kb%3Ben-us%3B834484&x=11&y=7#appliesto

Can you start the install by right-clicking on any .exe and selecting the "Run As Administrator" option?  What is the file extension of the install file?  .msi or .msu will need a different approach.

Use the Vista instructions in this to reset to default the security settings.

How do I restore security settings to the default settings?

hi linney, i have tried the steps you mentioned to me. still the same problem. by the way i find out, that i have deleted the trustedinstaller, that probably could be the problem. is there any way to reinstall that installer without a complete reinstallation of windows?

This seems to indicate that your problem may be tied up with  Microsoft .NET Framework, which seems to be the path you are following.

Error message when you try to install a 2007 Office program: "Error 1935. An error occurred during the installation of assembly component"

    http://support.microsoft.com/kb/926804

Net Framework is listed in the "Turn Windows features on or off", section of Programs and Features.  See if you can uninstall it and reinstall it by using the check box there.

You might find some more clues here?
