No. I cannot start the computer in any of the safe modes. I don't know what the last driver loaded should be but it always gets to CLASSPNP.SYS and then I get the same PROCESS1_INITIALIZATION_FAILED BSOD.
Also, I failed to mention in the original post I have run chkdsk /r on the primary drive (C drive) and run the Utility Drive hardwdare diagnostics from Dell as well as the Windows Memory Diagnostic test in System Recovery Options and no errors have been found
in any of these tests. Also, in addition to reseating the video card I have checked all the hard drive connections and they are all good.
This may be indicated by the 0x6b Stop code but in the Startup Repair Diagnosis and Repair details under Boot status test it shows Root cause found: Boot status indicates that the OS booted successfully. Under Bugcheck analysis Root cause found: Unknows Bugcheck:

Any part of the disk subsystem can cause the PROCESS1_INITIALIZATION_FAILED bug check, including bad disks, bad or incorrect cables, mixing different ATA-type devices on the same chain, or drives that are not available becuase of hardware regeneration.
This bug check can also be caused by a missing file from the boot partition or by a driver file that a user accidentally disabled in theDrivers tab.
I did install a second hard drive but the system has been up and running with that drive working fine as I moved the Windows.old folder to this drive. Can someone elaborate on what incorrect cables might mean relating to hard drives? I did disconnect the
second hard drive completely and get the same error so I don't think this could be the issue but, obviously do not know for sure or my system would not still be down.
Also, how can I check to see if a file is missing from the boot partition? Is there somewhere I can see what files are required and should exist in the boot partition?
