Changing window focus with mouse pointer

On one of my computers when the mouse pointer moves to another window the focus automatically goes to that window.  But this does not happen on my other machine.  Where can I find the setting to do this?

Start > Control Panel > Easy of Access > Easy of Access Center > Make the mouse easier to use > check Activate a window by hovering over it with the mouse option

    Probably why you want a delay, nope.

    I love this feature. But is it possible to set a delay before the other window comes into focus?

    This should really be in the Mouse Properties in the Control Panel -- little things like this is what makes people prefer macs IMHO. "Ease of Access" is about the last thing on Earth I'd think to search for in help...which is why I'm here. I had to google "windows 7 window focus on mouse" and landed here to find out. Thanks for the info.
