Control Panel/Personalization/Window Color/ click 'advanced appearance settings', set Item drop box to 'Scrollbars" , set Size spin control

Outlook, Tools menu, Options, "Mail Format" tab, 'Editor Options' button, 'Proofing' task (at left), "Custom dictionaries" button.

You should find a path something like %userprofile%\AppData\Roaming\Microsoft\UProof and filenames like 'Custom.dic'. If the custom dictionary dialog is failing to open, you should use the repair feature for Outlook. (Control Panel, Programs and Features, Rightclick Office item...)

Sometimes I see people having Permissions problems, like 'access denied'. That's usually some form of 'import' problem with an old profile. Multi-language problems can usually be solved in the dialog mentioned for custom dictionaries.

Not to take you to task, or anything like that, but you could be best served by starting your own thread on this kind of thing. There are now a new set of Office Answers forums available, but I hesitate to push this thread around yet again.

After closer scrutinization, it appears you left out "appearance" and personalization.  Still, it did not change the size of the scrollbar.  It wouldn't save the change.
