The way the / \ slash faces does not make much differences in the address.  For example, C:/WINDOWS/system32, or C:\WINDOWS\system32, typed in the Start RUN box will open the same folder.

    http://answers.microsoft.com/en-us/windows/forum/windows_7-performance/how-to-reset-all-user-permissions-to-default/9da312d2-c99b-4283-a275-e74d93dcc366

The above seems OK to me, it suggests both methods that I listed.

The command to reset makes no assumptions it just returns the security permissions to how they were when Windows was first installed.  If you do it, the log file produced will show several errors but these can just be ignored.

Deleting the task in C:\Windows\System32\Tasks and then recreating it hopefully might fix the corruption in Scheduled Tasks, it is definitely worth a try.

Making the Administrator having Full Control (your image) is worth a try too.

Right now I'm not sure what to do?

I decided to go back via Norton Ghost to my 4/18 save. I restored that and then removed and put back Net Framework 4 and 3.5 SP1.

After that, tried the Task Scheduler again. This time it opens with the complaint about the User Feed. So User Feed could be a problem, not sure?

I don't think I have a true permissions problem as I would expect many other errors on this system, and I'm just not seeing them?

I still have to re-build this system restoring things I saved off, like my e-mail and other files. This will take some time.

I still can go back further, but I'm not sure I want too? Especially if I don't know what the error is/was that I'm trying to fix? I already had recovered and older User Feed file and that didn't help. The file date has not changed so I'm not sure how it could be corrupted?

I did see a VERY odd startup file, C:\WINDOWS\SYSTEM32\SECURITY/FIREWALL.EXE in MSCONFIG.

This is NOT a typo above... the file name was SECURITY/FIREWALL.EXE.

I searched my drives for SECURTIY*.EXE and FIREWALL.EXE... could NOT find any and Norton's ISS 2011 didn't have anything about this file? I did find it as a RUN in Registry and just deleted it. I have no idea what that could have been nor when it was on the system? Google returns no hits for it?

    Very ODD....

Well, I did a few things, and at this point I'm sure it wasn't permissions.

I reset the permissions using the above link with UAC off and the prompt still run as Administrator...

Over 1,000,000 entries processed and over 20% failed... I also ran secedit to rebuild, it had access denied but said they were OK.

So I moved over to the Hidden Administrator and did the same... same results.

Next I copied the User Feed off of the tasks folder and renamed it. Started TS, worked fine. Imported the User Feed from the other location. No problem. Closed TS and reopened, no problem and User Feed WAS there.

Booted to the normal user. Ran TS, all ok?

It was NOT working until I re-imported User Feed... have no idea what went wrong?

    Guess this is solved?

    Thanks,

    Irv S.

" have no idea what went wrong?"   That makes two of us, but at least you seem to have fixed it.

As for Security.exe, it appears that some, unknown to me, software creates a folder called Security (containing Firewall.exe)  in the the System32 folder.  When you searched your drives did you have the following settings set?

It may be necessary to show Both Hidden and System Files, and also to uncheck "Hide known file types" in Control Panel/ Folder Options/ View, to navigate to the mentioned location.
