I am trying to connect my work account with my new laptops outlook
How did you connect to your work account(sign in office or add it as a mailbox via add account)?
According to your description, the issue seems to be related to your license, so what's the license of your account? As I know, the license always be assigned by the admin in your organization, and we may not be able to sign in Office when there are some license confilcts. As a suggestion, if you are using Microsoft 365 account, please try to contact your admin to check the license and resolve license conflicts, for more detailed information, please refer to this article : Resolve license conflicts
