I have also encountered these same problematic circumstances whilst I was operating my terminal with WSR. As you might have determined, your Speech Recognition file program needs to be "active" and in some other modality than that of "off". Whether your
WSR is "sleeping" or one of the "listening" modalities, the WSR Macro will open for you, once you call-up the WSR file. Once the WSR file is functional, simply open [click] on your terminal's >>> "Start" push-button; then select "All Programs" from the "Start"
menu of choices; type "speech" into the "Start" push-button's "browser". Your WSR file and your WSR Macros choice of selections will appear. These are your only choice options. Provided, that you have already started your terminal's WSR file, your WSR Macros
file should automatically open, upon your intended desire for the WSR Macros to be "opened".
Robert: the opening of your WSR Macros should activate with ease, as described afore; if your WSR or WSR Macros - do not open as described afore; when you might think about doing a "re-installation" of your WSR file; which will then require that you
also "re-install" your WSR Macros file, too.
Robert: your next level of severity is that you will need to download the latest version of WSR and WSR Macros, from the Microsoft Store, OEM source. The OEM Speech Recognition product has an easy to understand Table of Use - Instructions included
(embedded) into it.

P.S. - Robert: as a matter of simple practicality, if before you power-down your device, you simple open another boiler-plate copy version of your potential new composition, and just leave it "open" when you power-down your terminal, then you will already
have a working a/k/a readily available WSR Macros template, from which to grow your "protected" document.
