Windows Error Reporting cannot report application hangs unless killed in Task Manager but can report application errors

When a program hangs, it cannot be reported and does not appear in Problem Reports. However it can report Stopped working errors.

The issue seems to be fixed after a system restore operation and everything is back to normal. I get messages for Not Responding errors and now I get UI for Application Errors (Stopped working messages like this):

Example error of what I would get sometimes.

    I looked at them but they do not help as I still have the issue. I also get no UI on IE11 when a webpage hangs.

    Any program that hangs. I have tried many times to get a application to hang and I get this:

    However when a program stops working, it comes up in Problem Reports.
