Errors when installing ANY printer driver

Windows 7 Home Premium SP1.  When installing any printer driver the driver install fails with, "Unable to install printer.  Some Driver Files are missing or incorrect.  Reinstall the driver to try using the latest version."

This happens when trying to install any printer driver.  Tried installing an HP LJ4 on LPT1, tried installing HP Desktop software, tried installing XPS Prnter driver via New Local Printer method and selecting "XPSPort" Microsoft/ XPS Document Writer Version 6.1.7601.17514 (also tried an older verison of this driver)

CutePDF driver install also fails in the same way.

Install of other (non-printer) drivers and software works fine.  New camera was connected and installed for instance.

MS Security Essentials was installed and a system scan was run.

Event-viewer doesn't record any events when this error happens so I'm not sure what it's looking for that it's not finding.

Anyone have any thoughts?  I'm pretty stumped.

    When trying to print the XPS document writer (via Print function in Notepad) the "Print" button is greyed out.  So you never so as far as it asking you for a file location unfortunately.

    Today we ran malwarebytes and let it scan the machine it found nothing.  We also lets Windows Defender do a scan, it also found nothing.  Then we let Windows Defender Offline scan the system, quick scan found nothiner.  However full scan did find a few items, two JAVA exploits and a Trojan Java/Toniper, those where cleaned by WDO.

    After that I reran the SFC scan, which found nothing.  And again did the printerfixit.

    No joy after all that.  Still a greyed out print button in the print window of notepad.  Still an error that "The Printer Driver is not installed ... do you want to install the driver now?" when  trying to open Printer Properties.  Selecting Yes causes the "Unable to install printer" error (see below).  Answering No opens the printer properties screen.  However when you press the Print Test Page you get the "Test page failed to print.  Would you like to view the printer troubleshooter for assistance?  Access is denied."  error

    The troubleshooter doesn't find anything wrong except "No printers are installed."

    In the Print server properties I told it to delete the driver for XPS.  Then tried again to add a driver to the XP printer, and tried creating a new local printer pointed at the XPS port and the XPS driver.  After selecting the XPS driver from Microsoft/XPS still get the error, "Unable to install printer.  Some driver file are missing or incorrect."
