Tried all the suggestions and nothing helped. I changed to Outlook and finally decided to change to a gmail account and drop the roadrunner totally. I'm stuck with Time Warner as it is the only ISP available where I live.
IMAP Folder problem
I have a Time Warner Cable account set up as IMAP. It worked fine until I bought a new Windows 8.1 laptop and installed Windows Live Mail. Now I get multiple Send and Deleted and Junk files appearing, and when I delete them I am unable to reset my list of folders in WLM to match. Now I get numerous error messages from WLM that it can't access the server and can't sync email. Suggestions???

You deleted folders in webmail, yet they appeared when you added a new account in Windows Live Mail? This sounds like a caching problem at the server: after deleting the folders, the change didn't propagate everywhere before you added the new account in Windows Live Mail. Check in webmail that the unwanted folders aren't there, then remove the new account and add it back again.
