I would recommend you create a brand new local account, backup your files in the old account, then copy them over to the new account.
See if that works.
If not, perform a repair upgrade:

If you are unable to do it using those instructions, try from the command line.
Open Start, type: cmd
Right click CMD
Click Run as administrator
Type: net user Username Password /add then hit Enter.
Example: net user passegua mypassword123 /add
You should see the following message: “The command completed successfully.” Click Start > username then switch to your new account.
Actually I am reluctant to create a new account since I am afraid it will spoil my pc with useless folders, moreover I don't know how to set up ad administrator user.
I noticed that the issue comes up only when I leave my pc unattended for a few hours.
So if I disconnect from my account and reconnect I can correctly view task manager list.
Well whenever I'll see an empty task manager I'll disconnect and reconnect.

A new account would not spoil your computer with useless folder, you are simply creating a brand new account.
But if you are happy with the way things are, then you can continue in the current state.
I found this solution and apparently so far it works.
I disabled all services but those windows' and the issue has gone.
Then I'll try re enabling one by one in order to find the culprit.
Based on the details provided, there are a lot of possible factors for this matter to occur. We recommend that you perform a disk cleanupand clean boot.
Note: Reset the computer back to Normal Mode once you are done with the troubleshooting by following the section "How to reset the computer to start normally after clean boot troubleshooting" from the same article
