keep getting error

whenever i i try and do this command cmake .. -DCMAKE_TOOLCHAIN_FILE=vcpkg\scripts\buildsystems\vcpkg.cmake but I keep getting 'cmake' is not recognized as an internal or external command, operable program or batch file.
