Unfortunately, if it keeps going back to this screen, we need external media. Hopefully you have another PC, or know someone with another PC so you can build it.

The two links above are to the Windows 10 iso, and how to build the bootable usb. once this is made, we can boot your laptop to it and either A try to fix your current image or B install a clean version of windows.
