I tried restarts and retry and the services reset with no success so I was about to reset Windows 10 and while looking about for programs to reinstall I noticed I had turned on Show Hidden Files and Folders. As it was the only setting changed since my last update I turned it off and the problem disappeared.

On the resulting dialog, what version of Windows 10 are you running?
Open the Settings App (gear icon on your Start Menu)
Go to Update and Security - Windows Updates
What update(s) are showing as pending on your system?

Update: That didn't fix it, just changed it some.. this seems to have fixed it..
Running DISM seems to have worked.. Time will tell..
And of course, an update. I tried all the suggestions found here. Built in Windows Update Troubleshooter, Wudiag, DISM, Component Internet Repair 5, wureset. None of them totally fixed it..
Went back to settings and the built in trouble shooter and ran it again and, low and behold, it's showing all the signs of being completely repaired.. Crazy

I tried Microsoft troubleshooter which claimed to have solved the problem, only to find problem persists. I tried uninstalling previous updates. Problem persists. Frustrating. If won't find a solution to this I might consider moving to Mac. Hope Microsoft see this.

Enter sfc /scannow (note the space between "sfc" and "/").
