Are you running Exchange online or on-premise Exchange? If on-premise, which version and CU?
Do you mean when the group owners sending email to the group, some of the members would not receive the message?
Does it only occur with the owners? I mean what if a normal sender, or external mailbox sending email to the group, same issue?
Are there any NDR messages returned?
Run a message trace and post the result with personal information covered (the following works for Exchange online, on-premise see here):
Get-MessageTrace -SenderAddress user@contoso.com -StartDate 03/02/2021 -EndDate 03/04/2021|fl
Check the detailed information with messageID you got from the command above:
Get-MessageTraceDetail -MessageTraceId * -RecipientAddress user@contoso.com|fl
