Actually you can install a tool called BlueStacks and run the emulator on the VM.

I am using VM Standard D4s v3 (4 vcpus, 16 GiB memory) of Azure. Intel Xeon E5-2673 v3. Runs windows 10
But I can't start emulator of android studio. Even though I have installed Intel / HAXM but still can't run the emulator?
So how to start the emulator of android studio

Ken Tucker 5,861 Reputation points2021-02-27T14:49:22.677+00:00 Since you already are already running inside of Hyper-V machine HAXM wont work, I would remove HAXM and try the Android Emulator Hypervisor Driver for AMD processors. . I think it will run inside of Hyper-V
