I understand that your requirement is to install a software on each virtual machine. At the same time, in order to reduce repetitive operations, you hope to be able to package this program into a virtual DVD and then mount it to the VMs on your Hyper-V. Basically, we can only mount the system image to the VM. After massive researching, it seems that we have not found a scenario that can package an application into a virtual DVD and mount it to the VMs.
For the same VM system version, if you want to install a certain application in batches, we can generally create a golden image by creating a VM template, and then use it for each VM. But according to your description, it seems that your system is a different mirror. In this case, we have no official method to install a certain application in batches. In addition, I noticed that you may want to reduce the bandwidth for each virtual machine to download the application from the Internet. For this, we can put the installation package of the program on the host, and then enable Enhanced session mode, then the host copy the files directly to the VMs.
