Hello,
1803 is obsolete ans Symantec protection may cause issues on W10.
Run a scan with your antivirus
Then
Follow the method below to upgrade to Windows 10 version 1809, current version.
Uninstall temporary but completely any third antivirus.
Clean your drive using cleanmgr command in admin mode.
Install Windows 10 version 1809 by downloading it from this page
Anyway, I suggest you uninstall temporarly Symantec and I'm sure you will see CPU usage decrease
Hi vichetsim
Powershell should not be running in the background by itself, that is generally a sign of a problem with your PC . . .
You need to find what is running in Powershell . . .
First let us rule out malware . .
You should run a scan with the free version of MalwareBytes to see if it can find any malware that may have escaped Symantec
When that scan completes, restart your PC then you can uninstall MalwareBytes . . .
Then, if Powershell is still hogging your resources, look for any reference to Powershell on your Startup processes and delete any you find . ..
Task Manager and indeed Msconfig offer only limited control over Startup items . . .
Click the link below to download a small free utility that does not require installation
When the file downloads, unzip it.
Depending on your system, run Autoruns or Autoruns64 as Administrator
With that utility, you can right click and delete any startup item in Windows
Check in the initial lost and also on the logon tab for any reference to Powershell, right click and delete any you find . . .
