System Idle Process High CPU Usage

I had a Windows 7 Professional and then thought about upgrading to Windows 10 since Windows 7 is coming to end. When I upgraded to Windows 10 i got a random Blue Screen. My PC restarted i opened Task Manager and there it is 100% CPU Usage non-stop. Its really annoying i read the same problem of some guy on this kinda forum, and followed his steps. None of them worked and i'm really annoyed by Windows 10. This never happened on Windows 7 and i'm really hoping there is a way to fix this.

My PC:

CPU: Intel Core i5 2400 3,10GHz

RAM:12GB(4x3)

Graphics Card: Nvidia Geforce GTX 1050 Ti 4GB GDDR5

HDD:1TB

I found out that System Idle Process is taking too much CPU how can I fix this?

    I would examine them one after the other.

    I would do a fresh Windows installation with a PC that suffers from the occasional BSOD.

    Sir i did the upgrade twice as u say "fresh Windows installation" and on my Windows 7 everything was normal. And just when i upgraded to 10 i got 100% CPU Usage non-stop. 

    Im really hoping u can help me sir, i can't do any chores i can't sleep thinking about being on my PC for 3 hours just to fix this.

    Please, help me out.

    In most cases an upgrade from Win7 to Win10 works well. In your case it obviously did not, which is why a clean installation is required. This involves the following steps:

    1. Back up all data including E-Mail and browser bookmarks
    2. Obtain all application media and licence details
    3. Boot the machine with the Media Creation Tool
    4. Allow the disk to be formatted.
    5. Restore all personal data
    6. Re-install all applications
