Can I install an OEM Windows 8.1 on a different computer ?

I bought a Dell laptop years ago and it came pre-installed with Windows 8.1 . I no longer use Windows 8.1 on the laptop. Can I use the OEM CD to install on another computer, a HP laptop ?

    We've no clue what that is. You're asking in microsoft forums about Dell products, better to ask Dell directly for a legal interpretation.

    No, you could not. OEM software has no transferability of license rights.

    Authorized reseller's are bound under contract with microsoft to provide support for the products they sell so I'd ask the reseller's trained licensing specialist about this or better yet ask them to provide the installation media for products they sell.
