I am not able to access https://patchdb.manageengine.com/ from Domain Controller (Windows Server 2019) but I am able to access https://patchdb.manageengine.com/ from the rest of network.

Even after disabling the firewall on Windows Server still not luck. I am out of ideas to diagnose this problem.
I can confirm no access here either. Looks like you can email them here support@ManageEngine .com for support / troubleshooting connectivity issues.

It is not related with windows firewall. Turn off windows firewall still doesn't work. As Dave said, it seems ICMP echo is blocked by site management.
@Anonymous I agree with you about ICMP echo is being blocked. Why I am able to visit the site from Windows 10 Machine on the same network, just not the Windows Server, what's difference. I trying to understand what's issue is?

From my windows server and clients, I can visit the website.
Since nslookup works fine, it should not be a DNS related problem. Try to use IE or edge and see if you could access website.
In addition, temporally disable firewall to do a test.

Have you switched to other browsers to do a test? Have you installed any third-party software on your DC? Please temporally disable third-party software and check again.
I tried on chrome, Firefox, edge same result on Windows Server. No luck.
