Hello,

We are trying to find out a solution for our VMs on our cloud partner (not Azure) to install MS-SQL.
Our preference is to buy subscription license:

https://www.microsoft.com/en-us/sql-server/sql-server-2019-pricing
SQL Server Standard $1,418/year

Once we test it in the first VM for staging then move to another VM for commercial.
How can we move its license from the first VM to another since the first VM will be for testing?

We tried to ask our local MS supplier but we cannot get any clear picture from them.

Please advise!

You don't need to "move" a license. A SQL Server license is simply a piece of paper.

    Hi Hiroaki-1024,

In this case, we buy a 2 core subscription license for the first VM (1 year minimum according to the website), it will be deleted after testing. The second VM, we will buy a 2 core subscription license for the second VM (VM is 4 core)

To license individual VMs using the Per Core model, customers must purchase a core license for each v-core (or virtual processor, virtual CPU, virtual thread) allocated to the VM, subject to a four-core license minimum per VM.
Please refer to SQL Server 2019 licensing Guide for more details.
