You can directly upgrade to CU20, which is the latest version and the most suggested now(since it contains a security update that is a very important patch).
As you can follow the Practical365 guide provided by TroyWerelius to do the upgrade.
For the second issue, are there any error messages when failed connecting to OWA/ECP?
You can try the following methods to do some tests:
- Test-ServiceHealth It will show services not running.
- Get-ExchangeCertificate (Get-AuthConfig).CurrentCertificateThumbprint It will throw an error if your certificate is incorrect.
- Check if there are any related Event Logs.
Also I think you could first try upgrading, if you are not using the DAG, you could directly upgrade after installing the Prerequisites.
