I would like to know if I can create Instances with SQL server web Hosting license?

SQL Server Web Edition remains available only under the Microsoft Services Provider License Agreement (SPLA). Please refer to SQL Server licensing guide which might help.
And you can enter the license key on the Installation Wizard-> Product Key page.
