Does your camera have an external switch or hotkey set to turn it on and off? When OFF it will often not show in Device Manager.
Check with HP Support, their online docs and drivers, diagnostics, and ask in their forums about any known issues. Re-install the Camera Driver.

"Windows has stopped this device because it has reported problems. (Code 43)"
Recommended Resolution
Uninstall and reinstall the device.
One of the drivers controlling the device told the operating system the device failed in some manner in response to IRP_MN_QUERY_PNP_DEVICE_STATE.
With the Camera working
Type in the Start - Search box --> Create a restore point
Find at top and click on it - Create - make a Restore Point
In Device Manager Right Click the camera and uninstall the camera
do the same with that USB device.
Then restart the computer.
The device should be re-installed after the restart.
If not then use the method you previously have to restore the camera. If that does not work use the Restore Point.

Only if needed try a Repair Installation (allows you to keep programs and data though redundant backups are always a good idea) also known as a Repair Upgrade.
