File Not Found Error In Preview but the File IS There

Never seen this message before. Win 10 Preview Pane. I get an error that says "File Not Found Error It may have been moved, edited, or deleted"

ERR_FILE_NOT_FOUND

I'm getting this in one particular folder and it's sub folders. The file will open

Windows for home | Windows 10 | Files, folders, and storage

    I'm Pedro A, Independent Advisor

    Initially we will try to solve the problem with the following procedure:

    I would like to suggest you perform the commands in CMD, but in safe mode with networking.

    Try taking a test and see if it helps you

    • Safe Mode

    Press Win+R keys

    When opening the "Run" window, type the command: msconfig

    The window will open titled "System Configuration"

    Then click on the "Boot" tab and "Boot Options"

    Check "Safe Boot" and select "Network"

    After that, click OK, restart your Windows

    After Windows restarts in safe mode open CMD in administrator mode run the commands

    sfc /scannow

    DISM.exe /Online /Cleanup-image /Restorehealth

    • To disable safe mode

    Press Win+R keys

    When opening the "Run" window, type the command: msconfig

    The window will open titled "System Configuration"

    Then click on the "Boot" tab and "Boot Options"

    Uncheck "Safe Boot" option

    Click OK, restart your Windows

    I just noticed that this is happening in any new directory I create in the same subdirectory as the problem one ie all of these directories are under a directory called current. There are dozens of subdirectories and this is happening in the one that got this started and any new ones I make here

    Let's try another solution:

    Settings > Update and Security > WIndows Security > Virus & threat protection > Virus & threat protection settings > Controlled folder access > Manage controlled folder access >

    Make sure the "Controlled folder Access" option is enabled

    If it is, disable this option and click “Yes” in the popup confirmation window.
