File Not Found Error In Preview but the File IS There

Never seen this message before. Win 10 Preview Pane. I get an error that says "File Not Found Error It may have been moved, edited, or deleted"

ERR_FILE_NOT_FOUND

I'm getting this in one particular folder and it's sub folders. The file will open

Windows for home | Windows 10 | Files, folders, and storage

    Hi, I'm Robinson, and I’m happy to help you today.

    I know how frustrating this may be for you but I'll do my very best to help you.

    This could be a problem in the thumbnail cache, cleaning the thumbnail cache should fix the problem.

    1-Click on Start, search for the Disk Cleanup and click on that

    2-Make sure the Thumbnails option is checked then click on Ok to clear

    3-Reboot your PC, then check the file again

    My Disk Cleanup does not have a thumbnails option

    My fault. I was looking at disk cleanup on the D: drive which is where the files are. I ran disk cleanup on C: and deleted all 400 MB of thumbnails but it didn't help
