Sadly, the Powershell fix didn't work for me. The Security Dashboard is there if I'm an Administrator but it's not available for any Standard accounts. I'm 99% sure that my system is not compromised in any way, and I have Bitdefender protecting it. I've wasted a lot of time trying to resolve this issue and haven't got anywhere with any of the suggested solutions.

Click Start
Type Powershell
Click Open Powershell as Administrator
Copy the following commands one at a time into Powershell
Get-AppxPackage Microsoft.SecHealthUI -AllUsers | Reset-AppxPackage
Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register “$($_.InstallLocation)\AppXManifest.xml”}
Then open Windows Security & all should be working :)
